国際福祉交流プログラム・年表

オハイオ組織（EPPDEC のちに IEP）

・オハイオ州アセンズ郡にて交流活動開始
・日本から最初の交流参加者を受け入れ（要確認）
・後の交流事業の原点となる
1983–1984
・Sumiko Tanaka、Catherine Hare、Dan Swanson らが交流事業の基盤づくりを進める
・Beacon School、ARC Athens などとの連携
1988頃
・EPDDEC（Exchange Program for Developmentally Disabled and Elderly Citizens）として非営利組織化
1990年代
・日本との交流が定着
・オーストラリアとの交流も開始
2000年代
・高齢者福祉、発達障害支援、地域福祉など交流分野を拡大
2010年代
・名称を IEP
（International Exchange Program）へ変更

・コロナ禍の終息を見据え、IEP関係者が今後の活動について検討を開始
2023
・会員の高齢化にともない、組織運営の継続の難しさなど将来の方向性について検討
・日本側との意見交換を経て解散方針を決定

・日米の組織間交流から、日本・オハイオ・カナダのメンバーによる国際ネットワークへ発展

Published nearly twenty years after the program's founding, this issue outlines the philosophy, structure, and international exchanges connecting Japan, the United States, and Australia.
国際福祉交流プログラムとは
福祉とは、各自が自己実現を目指して意義ある人生を送れるように、国・社会・個人を含めて、その目的に役立つ教育、医療、環境づくりなどを行うことであると考えます。したがって、国民性や風土などが異なる各国には、それぞれに特色を持った福祉の形が存在しています。
本会は、他国の福祉のあり方を学ぶことで、自国の福祉を外から観察し、その長所と短所を知り、福祉の向上に役立てるための、相互学び合いの橋渡しを行っている団体です。1985年の発足以来、日・米・豪の三国間で約60名が交流に参加しており、多くの参加者が現在も交流国の会員と学び合いや助け合いを続けています。
小規模な会ではありますが、交流を通じてお互いの真心にふれ、友情が深まり、一本また一本と国際平和の架け橋が築かれています。一歩一歩、世界平和への夢を抱きながら、福祉交流を実践しているボランティアの会です。
About our Organization
Welfare, as we understand it, is about helping every person live a meaningful life — through education, healthcare, and the environments we create together. Because each country has its own culture and character, each has developed its own unique approach to welfare.
Our organization serves as a bridge of mutual learning — studying how other countries approach welfare, observing our own from the outside, understanding its strengths and weaknesses, and working to improve welfare for all. Since our founding in 1985, approximately 60 people from Japan, the United States, and Australia have participated in exchanges, and many continue to learn from and support each other to this day.
We are a small organization. But through exchange, we touch each other's sincerity, deepen friendships, and build — one by one — bridges of international peace. Step by step, carrying with us the dream of world peace, we are a volunteer organization putting welfare exchange into practice.

Reflecting the continued growth of exchanges among Japan, the United States, and Australia, this revised edition updates the program's partner organizations, study destinations, and activities.
About Our Program
We believe that the essence of social welfare is to help each person lead a meaningful and fulfilling life and achieve self-realization. To that end, governments, communities, and individuals all have a role to play in creating the educational, medical, and social environments that make such lives possible. Because each country has its own culture, traditions, and ways of life, different societies have developed their own distinctive approaches to social welfare.
By learning from the social welfare systems and practices of other countries, we are able to view our own society from a new perspective, recognize both its strengths and its shortcomings, and work together to improve the quality of life for all. Since its founding in 1985, approximately eighty people have participated in exchanges among Japan, the United States, and Australia. Many participants continue to learn from and support one another, maintaining friendships and connections with members in the countries they visited.
Although we are a small organization, our exchanges bring people together in friendship and mutual understanding. Through sincere human relationships, bonds of friendship deepen, and one bridge after another is built in the cause of international peace. Step by step, with hope for a more peaceful world, we continue our volunteer efforts through social welfare exchange.
